Yet I'm just outside a large university, just 2 blocks from the famous Stockholm Public Library

This is pretty much the case all over Stockholm and yet when I glance over any local's shoulder I see they have a 3G connection on their iPhone

As for "Enable 3G" that option does not exist on iPHone 4S. See
